When it comes to Creative Misfortune Power Rankings, production is combined with potential to determine a team's true strength compared to the rest of the league. Winning isn't the only factor, but it is one of the most important components of the rating. I don't believe teams can be powerful if they consistently lose, even to other great teams.

# 32 - Jacksonville Jaguars (previous: 32)
If the Jaguars can't defeat the Titans and their backup quarterback, who can they beat?
# 31 - Oakland Raiders (previous: 31)
The Raiders gave it their all, but still remain winless.
# 30 - Tampa Bay Buccaneers (previous: 29)
Looks like the Buccaneers quit on another game.
# 29 - New York Jets (previous: 30)
For a few minutes the Jets looked like they could pull off the upset of the year, but then Peyton Manning showed them how to fly.
# 28 - St. Louis Rams (previous: 28)
Another tough loss against a division rival. The Rams have a chance to break that streak when they host Seattle, but don't count on it.

# 27 - Washington Redskins (previous: 26)
Washington is a far better team than their 1-5 record indicates.
# 26 - Tennessee Titans (previous: 27)
The Titans finally won a game, but what a hollow victory it is to beat the Jaguars on a blocked field goal.
# 25 - Minnesota Vikings (previous: 25)
The Vikings are terrible.
# 24 - New Orleans Saints (previous: 23)
New Orleans comes out of their bye a disappointing 2-3, but all is not lost as they play in a weak division. A win against Detroit could be the catalyst they need to propel them back onto the path to greatness.
# 23 - Pittsburgh Steelers (previous: 19)
The Steelers were dominated by the Browns and the foul taste of their loss two weeks ago to the Tampa Bay Buccaneers still lingers. Pittsburgh had better correct themselves quickly otherwise this season will be lost.
# 22 - Atlanta Falcons (previous: 18)
I had so much hope for the Falcons to return to their 2012 glory, but three straight losses against beatable teams has me questioning if they will even finish the season at .500.
# 21 - Carolina Panthers (previous: 22)
A tie? Carolina has been a tale of two teams this season so far. One moment they look dominating, as if nobody can beat them. The next they look like moldy swiss cheese. At least Cam Newton is playing consistent. Without him, the Panthers would be winless.

# 20 - Miami Dolphins (previous: 20)
So close, and then a mental gaffe trips the Dolphins up. A team full of so much promise, they can't afford to let games they've won slip away from them.
# 19 - Buffalo Bills (previous: 13)
I'm not convinced Kyle Orton is the answer in Buffalo, but what other options do they have at this point?
# 18 - New York Giants (previous: 12)
Just when you thought the Giants were coming out of their funk, they go and lay an egg in Philadelphia. The loss of Cruz hurts their struggling offense. An upcoming road trip to Dallas should do little to mend their losing ways.
# 17 - Chicago Bears (previous: 24)
The Bears continue to win with their offense, because their defense can hardly shut anybody down.
# 16 - Kansas City Chiefs (previous: 16)
A bye week to refresh the legs and refocus the mind. The Chiefs have to win this weekend if they want to be anything more than a Wild Card team.
# 15 - Houston Texans (previous: 11)
Houston was dominated by the Colts early on, but did not wilt under fire and fought back like any great team should. As long as they can stay close with teams, you never know what havoc J.J. Watt can wreck.
# 14 - Arizona Cardinals (previous: 17)
The Cardinals continue to find ways to win.
# 13 - San Francisco 49ers (previous: 15)
Despite their winning record, the 49ers just do not look that dominating. Their week 7 tilt against the Broncos will be a great mid-season litmus test for San Francisco.
The Fortunate Seven~
The best of those not yet elite
# 12 - Cleveland Browns (previous: 21)
Cleveland finished in Week 6 what they started in Week 1. Since being down to Pittsburgh 27-3 at halftime of their opening game, the Browns have manhandled the Steelers and outscored them 55-13. Looks like Cleveland is no longer content to be the doormats of the AFC North.
# 11 - New England Patriots (previous: 14)
There's the Tom Brady we all know and love. Now, if he could just keep throwing four touchdowns every week, fantasy players everywhere would rejoice.
# 10 - Cincinnati Bengals (previous: 8)
A tie? What's worse than a tie? Not winning a game that easily could have been won, either by a defensive stop late in overtime or by a made field goal in the final seconds. The Bengals may still be the team to beat in the AFC North, but after failing to notch a win in two straight games, they won't remain the team to beat much longer.
# 9 - Seattle Seahawks (previous: 2)
Tough loss at home against a surprising team. The chinks in Seattle's armor are showing. The league just has to look at what Dallas and San Diego did to ground the Seahawks if they want to keep Seattle from repeating as Super Bowl champions.
# 8 - Green Bay Packers (previous: 7)
Aaron Rodgers sure is tricksy. How many times can the Packers pull a rabbit out of their hat this season?
# 7 - Detroit Lions (previous: 9)
The Lions can't seem to dominate weaker opponents, but they are still winning.
# 6 - Baltimore Ravens (previous: 6)
Who knew Joe Flacco could throw five touchdown passes? How many people lost their fantasy games this week because they had good old Joe "Good for 250 yards and 2 TDs" Flacco on their bench?

# 5 - Indianapolis Colts (previous: 3)
Nobody wants to play the Colts right now, at home or on the road.
# 4 - Dallas Cowboys (previous: 5)
Huge, signature win by the Cowboys in Seattle last week. If they go on to win the division and contend for the Super Bowl, the victory over the Seahawks will be looked back on as the catalyst for their great run. And that catch by Terrance Williams? The play that will have started it all.
# 3 - Denver Broncos (previous: 4)
It looked dicey at first, but Denver quickly pulled away from the Jets. As their schedule toughens up, Denver can't afford to get off to too many slow starts.
# 2 - Philadelphia Eagles (previous: 10)
The Eagles head into their bye week confident after shutting out their division rivals. The game showed that they were not just built around an opportunistic defense and great special teams. Philadelphia will need to stay well-balanced if they hope to gain a top seed in the playoffs.
# 1 - San Diego Chargers (previous: 1)
Despite a scare against the Raiders last week, San Diego pulled through with their fifth straight victory. It doesn't matter if you win consistently by a little or a lot, all that matters is that you win.
